May 8 fugitive report update

Here is an update we received about the fugitive's possible... appearance, so to speak.

We have reason to believe that the fugitive may show up in a blue and silver rain jacket he wore during last May's fear/survival mission, as well as its November overtime period, and that he may very likely wear it underneath the black outer jacket he was seen in during April 25's parade.
